Former Bolivian President Evo Morales did not appear at the Prosecutor's Office in Tarija to testify on accusations of "aggravated stuprum with human trafficking," leading prosecutor Sandra Gutiérrez to issue an arrest warrant against him.

Robin Niceta, 42, pleaded guilty to two counts of attempting to influence a public servant, tampering with physical evidence, and a slew of other charges.

Federal agents executed a search warrant at his apartment in August and discovered various narcotics and two iPhones submerged in the water tank on the back of the bathroom toilet.
