Israeli Prime Minister Benjamin Netanyahu's scheduled speech to the U.S. Congress in March could damage the Obama administration's attempts to broker a deal with Iran on nuclear weapons development, the senior U.S. House of Representatives Democrat said on Wednesday.

Democratic U.S. senators introduced a resolution on Monday opposing more sanctions on Iran unless nuclear talks fail or Tehran breaks an agreement, countering a push for tougher sanctions backed by Republicans that President Barack Obama has pledged to veto.

Overriding objections from some conservative Republicans, U.S. House Speaker John Boehner vowed on Thursday to plow ahead with a spending bill that averts a government shutdown while keeping some budget "leverage" over President Barack Obama's immigration order.
