A teen accused of running over a retired California police chief in the Las Vegas Valley has been deemed incompetent to stand trial, much to the dismay of the deceased's widow.

19-year-old Jesus Ayala is one of two suspects accused of intentionally hitting Andreas "Andy" Probst with a car, killing him. The two boys allegedly filmed the incident, and can be heard laughing in the video from inside the vehicle, according to multiple reports.

On Wednesday, Ayala was deemed not competent to stand trial by Clark County District Court Judge Christy Craig.

Ayala was assessed by three doctors, according to court records obtained by KLAS. Two of the doctors found Ayala competent to stand trial, effectively stating that he understood the charges against him and was capable of aiding his attorney. However, one doctor found him incompetent to stand trial, which caused Ayala's attorney, Clark County Public Defender David Westbrook, to request that Ayala be declared incompetent.

Ayala's competency was under question due to conflicting psychological evaluations and possible "brain damage", according to court records. However, the causes for the "brain damage" were not clear.

"He has the competency to stand trial for my husband's murder!" Crystal Probst told journalists from KLAS on Thursday.

"He has the competency to waive the conflict of interest with his public defender. He has the competency to steal numerous vehicles while committing his crimes. He has the competency to state when arrested he will be out of jail in 30 days," Crystal Probst said. "He has the competency to not speak to investigators and not waive his Miranda rights. He has the competency to send me vile sign language and continues attempts to try to intimidate me while in court proceedings."

Ayala declined to be interviewed.
