In a turn of events that has sent ripples through Oregon's homeless advocacy community, a Multnomah County grand jury indicted Kevin Dahlgren on 19 counts, including identity theft, theft, and misconduct.
The Accusations Facing Dahlgren
Kevin Dahlgren, 53, was a known figure who frequently posted on X and YouTube about the homelessness crisis. Dahlgren served as the president of a homeless outreach organization and had been a homeless service specialist for the city of Gresham, east of Portland.
Per the prosecutors' statement from last month, Dahlgren allegedly stole items and committed identity theft between July 2020 and July 2022 while the city employed him. He entered a not-guilty plea to every charge.
The Charges Made Public: Nineteen Counts, Including Identity Theft
Dahlgren faces nineteen charges in the indictment, including
- seven counts of first-degree theft of property valued at $1,000 or more,
- five counts of identity theft,
- two counts of aggravated identity theft and
- five counts of first-degree official misconduct.
Dahlgren is accused of collecting, possessing, transporting, generating, uttering, and converting the personal identifications of four different people to mislead and degrade, according to the Multnomah County District Attorney's Office.

Dahlgren's alleged misconduct became public knowledge when Gresham city staff unearthed the "suspicious activity" while he was employed, according to city spokesperson Sarah Cagann. Dahlgren was swiftly placed on administrative leave and subsequently arrested on October. 31.
"We want to assure our community that anyone whose actions could cause harm to Gresham will be held accountable," Cagann assured. Dahlgren resigned on March 30, shortly after the start of the investigation.

Upon learning of the charges, Andrea Suarez, We Heart Seattle's founder and executive director, announced that Dahlgren had resigned from the board earlier this year. She informed that the organization learned about Dahlgren's charges from news reports.
"We are heartbroken," Suarez expressed concern over the possible violations of individuals' rights and hoped for a just resolution.
