US Congress 2017 Budget Proposal in Peril

The U.S House of Congress has started voting for the budget appropriation for the year 2017. Experts, however, believe that Congress will most likely fail in beating Friday's deadline in creating the budget.

Mitch McConnell, the Senate Majority Leader, has spent three months of the Senate's time in order to debate and revive the appropriation process that failed years ago. The Senate Appropriation Committee, however, unanimously approved the increase in the budget for veterans and also for energy and water development programs as per ABC News.

The effort of House Speaker Paul Ryan to pass a separate and broader budget plan is still unsure as GOP conservatives have blocked his plans. Since last year, GOP conservatives has always been against high budget spending.

According to Yahoo Finance, technically speaking, a budget is not required by law but it serves as a fiscal guide on budget spending priorities. The leadership of Speaker Ryan would be placed in discomfiture if the GOP-controlled Congress fails to pass the budget.

As reported by USA Today, Speaker Ryan hopes to pass the proposed budget before its statutory deadline on April 15. This will set the spending parameters and guide the annual appropriation process. He, however, admitted that he has a hard time getting votes from his Republican Caucus members due to the issue of high expenditures.

A passage of a broader but nonbinding measure, also known as a budget resolution, is an available option under Washington's arcane budget rules in order move the spending bills. This move will somehow be used by the House Appropriations Committee to forward the budget, but certain roadblocks are seen as bipartisan support is no longer on their side.

However, according to Minority leader Nancy Pelosi of California, the budget proposal of Speaker Ryan would be considered the most devastating budget proposal in history of the country.
